REQUEST FOR PROPOSALS (RFP) TO REDUCE HOMELESSNESS IN THE EASTERN SIERRA

Summary. The Eastern Sierra Continuum of Care (ES CoC) invites homeless service providers to submit project proposals for the U.S. Department of Housing and Urban Development (HUD) 2019 CoC Competition. The ES CoC is eligible to receive up to $24,686 in CoC Bonus and $50,000 in Domestic Violence (DV) Bonus funding for the 2019 fiscal year.

Eligible Projects. Eligible new or expansion projects include: 1) new Permanent Supportive Housing (PSH) dedicated to chronically homeless persons; 2) new Permanent Housing-Rapid Rehousing (PH-RRH) that increase units and number of persons/households served; 3) new joint Transitional Housing and Rapid Rehousing (TH-RRH) that increase the number of beds to serve homeless individuals and families including unaccompanied youth; 4) dedicated HMIS projects to carry out the duties of the HMIS Lead Agency including monitoring and improving data quality and working with service providers and the CoC lead to complete reporting requirements; and 5) Supportive Services only for Coordinate Entry (SSO-CE) to provide outreach to connect homeless persons and families to housing and other resources.

Eligible Applicants. Applications will only be accepted from eligible nonprofit agencies, private nonprofit agencies, units of government and public housing agencies.

Match Funding Requirements. 25% Match funds are required. Match funds must be used for program eligible costs only and must be equal or greater than 25 percent of the total grant request for all eligible costs with the exception of leasing costs.”

General Requirements. 1. HUD will only fund new or expanded projects. Funds cannot be used to close a funding gap or replace lost funding in an existing housing project or service program. Project applicants must demonstrate that they are not replacing other funding sources. The population to be served must be homeless or chronically homeless as defined by HUD. Applicants must meet HUD recipient and/or sub-recipient eligibility requirements. 3. Participation in the Homeless Management Information System (HMIS) is required of all HUD grant recipients. 4. Participation in the ES CoC Coordinated Entry System is required including prioritizing resources for the most vulnerable persons and households. 5. Permanent Supportive Housing, Rapid Re-Housing and Joint Transitional Housing – Rapid Re-Housing projects must provide on-site supportive services or have an agreement in place for a partner agency to do so.

Deadline. Proposals must be submitted via e-snaps and emailed to the Collaborative Applicant Office at info@imaca.net by 3:00 p.m. on Friday, August 23, 2019.

Request for Proposals: Homeless Youth Assistance and Outreach Program

Homeless Emergency Aid Program (HEAP)

In recognition of the severe housing crisis facing Californians, the State’s 2018-19 budget included a one-time investment of $500 million to address homelessness and create the Homeless Emergency Aid Program (HEAP). The Eastern Sierra CoC was awarded funding through HEAP with a set-aside grant to establish or expand services meeting the needs of homeless youth or youth at risk of homelessness.

The CoC is soliciting project proposals to address youth homelessness in our community. Eligible applicants may request up to $30,000 to administer a youth homeless project between October 1, 2019 and June 30, 2021. Applications must be received by the CoC no later than Friday, August 30, 2019.
